User agent: UmpireProbe/1.0 (+https://umpire.vimabrosta.com/bot)
Behavior: GET only, public pages only, at a customer's paid request (acceptance
checks on deliverables). Per host politeness spacing, 4 redirect maximum, 2MB cap,
12s timeout. We honor 429/403 by failing the check rather than retrying
aggressively. Umpire never purchases, logs in, submits forms, or bypasses
any access control.
